The People's Government of Shunyi District has signed a strategic cooperation agreement with Beijing City University

On the morning of December 18, the signing ceremony for the strategic cooperation agreement between the People’s Government of Shunyi District, Beijing Municipality, and Beijing City University (BCU) was held at the Shunyi District Administrative Center.

Representing Shunyi District were Gong Zongyuan, Secretary of the Shunyi District Committee of the CPC; Cui Xiaohao, Deputy Secretary of the District Party Committee and District Mayor; Li Xin, Standing Committee Member of the District Party Committee and Executive Vice District Mayor; Zhang Yitao, Standing Committee Member of the District Party Committee and Head of the Organization Department; Zhang Guoyu, Vice District Mayor; and Yang Fenghui, Vice Chairperson of the Shunyi District Committee of the Chinese People’s Political Consultative Conference (CPPCC) and Director of the District Science and Technology Commission. Also present were heads from the District Party Committee and District Government General Offices, the District Education Commission, the Development and Reform Commission, the Finance Bureau, the Economic and Information Technology Bureau, the Management Committee of Zhongguancun Shunyi Science Park, and the Yangzhen Town Party Committee.

Representing BCU were President Liu Lin, Chair of University Council, Gong Yu, Academic Committee Chair Guo Guangsheng, along with other senior university leaders and department heads.

During the event, both parties reached a strategic consensus on deepening university-local integration and jointly serving the high-quality development of the Shunyi region.

President Liu Lin expressed heartfelt gratitude to Shunyi District for its long-standing support and assistance in BCU’s development. He stated that this signing ceremony marks a new chapter in the collaboration between both parties and signifies that BCU has entered a new stage of development.

Beijing City University (BCU) will remain steadfast in three key commitments:

  1. To build and manage its Shunyi main campus with unwavering dedication, leveraging its institutional strengths to fully meet the development needs of Yangzhen Town and surrounding areas;

  2. To actively attract, cultivate, and retain a high-caliber, internationally oriented talent pool, ensuring these professionals take root in Shunyi, contribute their expertise, and serve the local community;

  3. To advance resolutely toward becoming a leading private university, continuously enhancing its comprehensive capabilities and fulfilling its responsibilities more effectively within the broader context of Beijing’s overall development strategy and Shunyi’s regional priorities.

President Liu further expressed his hope that both sides will institutionalize and further elevate the mechanism of “synchronized development” between Shunyi district and BCU, jointly fostering a collaborative framework based on shared goals and mutual success. He called for concerted efforts to make greater contributions to the high-quality socioeconomic development of the region and to BCU’s pursuit of excellence.

Gong Zongyuan, Secretary of the Shunyi District CPC Committee stated that in recent years, BCU has proactively integrated itself into Shunyi’s overall development strategy. BCU has actively aligned its talent cultivation with regional industrial needs, fostered industry-university-research alliances with local enterprises, accelerated the transformation of scientific and technological achievements, and supported and participated in local volunteer services—making outstanding contributions to Shunyi’s high-quality development.

Under the joint witness of attending leaders, President Liu Lin and District Mayor Cui Xiaohao signed the strategic cooperation agreement on behalf of their respective parties.

The two sides will provide mutual support and pursue collaborative development in the following areas: Integrated Party-building initiatives, talent service and support mechanisms, industry-academia-research collaborative innovation, regional talent cultivation, refined community and social services, campus development and enhancement of surrounding infrastructure and amenities.

This signing marks a new milestone in the university-local partnership between Shunyi District and BCU, injecting fresh momentum into resource sharing, complementary strengths, and the broader mission of serving Beijing’s “Four Core Functions” as the national capital.
